There are different safety measures used by organisations or employers. It's part of insuring lives and properties. A man who accidentally fall from a height may die, so his family may suffer the economic aspect of his death. The company may legally be questioned, face lawsuit and if found guilty will face sanctions or other legal form of discipline. 

The disciplinary approach of some institutions may require that the violator should report himself in a written form or risk losing his job.
