Study in Canada Without Tuition Barrier

The Canada Federal Court, in an important ruling, said as long as international students can prove their ability to pay for tuition and other expenses when required, they can be invited to apply for a study permit and will not be penalized for unpaid tuition during the application submission stage.

The ruling was related to an Iranian student’s case (Tehrani v Canada)

The court explained that according to Immigration and Refugee Protection Regulations (IRPR), an applicant only needs to establish that they have been accepted into a program of study. The applicant does not need to prove that any or all tuition has been paid. Rather, IRPR only requires the individual to prove that they have the financial ability to pay for tuition and other expenses.


In 2022, Canada admitted over 550,000 new international students, with Indian students remaining the highest benefactors, with over 226,450 visas approved, according to data released by the IRCC.

What are the requirements to study in Canada? 

  • Prove of sufficient financial support to cover first year of tuition, living expenses and return transportation to home country
  • Obtain a Certificat d’acceptation du Quebec (Quebec Acceptance Certificate, or CAQ) if wishing to study in Quebec
  • Have a clean record.
  • Applicants with a criminal background may be refused, and also
  • IRCC may request an applicant to supply a police clearance certificate
  • Be in good health.
  • IRCC may request applicant to complete a medical examination

You can prove your funds with:

  • Proof of a Canadian bank account in your name, if you’ve transferred money to Canada
  • Guaranteed Investment Certificate (GIC) from a participating Canadian financial institution
  • proof of a student or education loan from a bank
  • your bank statements for the past 4 months
  • a bank draft that can be converted to Canadian dollars
  • proof you paid tuition and housing fees
  • a letter from the person or school giving you money, or
  • proof of funding paid from within Canada, if you have a scholarship or are in a Canadian-funded educational program
  • Minimum funds needed to support yourself as a student (and family members who come with you)
It is Recommended to have up to 13,000 Canadian dollars
